A/Lt. Joseph "Dan" O'Neal
Joseph O’Neal is a Sergeant in the Honolulu Police Department with 13 years of service who currently overseers the various initiatives of the Community Outreach Unit as the Acting Lieutenant. Sergeant O’Neal worked as a patrol officer from 2008 to 2013 and a Narcotics Vice gambling Officer from 2013 to 2016. In 2018 Sergeant O’Neal was tasked to assist with the expansion of the Health Efficiency Long-term Partnerships (HELP) program which built relationships between social service providers and police. Following the success of the HELP program in 2019 Sergeant O’Neal worked on the launch of the Homeless Outreach and Navigation for the Unsheltered (HONU) mobile navigation center program and assisted with the implementation of Crisis Intervention Team (CIT) becoming a department trainer. In 2020 Sergeant O’Neal was nominated for City employee of the year for his pandemic work with the Provisional Outdoor Screening and Triage (POST) initiative.
