Jacqui Hoover

Hawaii Island Economic Development Board
Executive Director and Chief Operating Officer
Jacqui Hoover serves concurrently as President (appointed 2005) of Hawaii Leeward Planning Conference and as the Executive Director and Chief Operating Officer (appointed 2008) of the Hawaii Island Economic Development Board.

Prior to Hawaii Leeward Planning Conference, she was with the Natural Energy Laboratory of Hawaii Authority where she served as Administrative & Special Projects Director; and advanced to the position of Executive Director at time of her departure. Hoover served as Project Manager and secured federal, state, and private sector funds for the concept, planning, design, engineering and construction of the Hawaii Gateway Energy Center, Hawaii’s first Platinum LEED certified facility.

Her previous work experience includes serving as Projects Engineer & Resort Administrator for Waikoloa Land Co; Director of Engineering Special Projects at Hyatt Regency Waikoloa; Assistant Project Engineer with Hawaiian Dredging Construction Co; Data Analyst at the Pacific Missile Range Facility; and Marine Advisory Agent with NOAA Sea Grant program.
She currently serves on including and not limited to, the Economic Development Alliance of Hawaii; West Hawaii Housing Foundation; Kona Housing Corporation; State of Hawaii Clean Energy Initiative Steering Committee; Hawaii Aerospace Advisory Committee; Military Native Hawaiian Advisory Council; Pōhakuloa Training Area Community Advisory Group; Hawaii County Mayor’s Advisory Council on Planning and Permitting; and Hawaiian Electric Integrated Grid Plan Stakeholder Council.

Hoover is a member of the Kona-Kohala Chamber of Commerce, Hawaii Island Chamber of Commerce and Japanese Chamber of Commerce and Industry of Hawaii’s Economic Development Committees and Chairs the Kona-Kohala Chamber’s Government Affairs Committee. The three chamber committees focus on Hawaii Island’s economic sectors including Agriculture, Astronomy, Energy, Healthcare, Military, and the island’s main economic driver, the Visitor/Hospitality Industry.

Born and raised on Hawaii Island; she attended and graduated from Saint Joseph High School in Hilo while concurrently attending the University of Hawaii at Hilo as an early admissions student. Educated at Saint Mary’s College of California; University of California, Berkeley; and Hebrew University, Jacqui received degrees in Business and Economics; Public Administration; Engineering; Middle East History; and Legal Studies.
